Establishes maximum of 198 regular employees for Arkansas State University - Mountain Home for fiscal year 2019-2020, including administrative, classified, and academic positions with specified salary ranges.

Authorizes up to 70 temporary or part-time employees ("Extra Help") at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $4,747,486 from state operations fund for regular salaries ($4,441,252), extra help ($25,000), personal services matching ($256,234), and maintenance/general operations ($25,000).

Appropriates $11,722,231 from cash funds for regular salaries ($1,008,000), extra help ($650,000), personal services matching ($2,415,000), maintenance/general operations ($4,850,000), capital improvements ($1,620,000), debt service ($1,154,231), and promotional items ($25,000).

Declares an emergency effective July 1, 2019, stating the appropriations are essential to the agency's operation and required by Arkansas Constitution to be limited to a one-year period.
