Establishes maximum staffing levels for University of Arkansas - Pulaski Technical College for fiscal year 2019-2020, including 898 regular employees across administrative, classified, and academic positions with specified salary ranges.

Authorizes up to 400 temporary or part-time employees ("Extra Help") to be paid at rates not exceeding the Uniform Classification and Compensation Act.

Appropriates $17,575,879 from the University of Arkansas - Pulaski Technical College Fund for regular salaries for state operations.

Appropriates $56,135,000 from cash funds for personal services and operating expenses, including $4,000,000 for regular salaries, $2,000,000 for extra help, $10,000,000 for personal services matching, and $10,000,000 for capital improvements.

Takes effect July 1, 2019 as an emergency measure necessary for agency operations and provision of essential governmental programs.
