Establishes maximum of 4,712 regular employees for the Arkansas Department of Transportation with salary ranges from $32,190 to $229,964 annually across multiple position classifications for fiscal year 2019-2020.

Appropriates $1,707,300,000 from the State Highway and Transportation Department Fund for regular salaries ($196,000,000), personal services matching ($66,000,000), overtime ($10,000,000), maintenance and general operations ($321,300,000), transportation assistance grants ($40,000,000), and debt service ($75,000,000).

Appropriates $34,000,000 from the State Aid Road Fund and $34,000,000 from the State Aid Street Fund for construction, reconstruction, and improvement of roads and streets.

Appropriates additional funds for Arkansas Public Transit Trust Fund ($5,000,000), Four-Lane Highway Construction Bond Account ($900,000,000), Road and Bridge Repair Fund ($5,000,000), Commercial Truck Safety Program ($5,000,000), and Arkansas State Highway Employees' Retirement System ($300,000,000).

Authorizes transfers between salary and operating expense line items with legislative review and allows overtime to be paid from regular salary appropriations with proper accounting and notification to state auditor and finance director.
