Changes firearms submission from mandatory ("shall") to discretionary ("may") for law enforcement agencies delivering firearms to the State Crime Laboratory within 30 calendar days.

Limits forensic testing to firearms meeting caliber and type standards determined by the Executive Director of the State Crime Laboratory.

If a firearm is evidence in a criminal case, delivery to the laboratory must occur within 30 calendar days after final adjudication of the criminal proceeding.

Requires law enforcement agencies to immediately notify the owner after regaining firearm possession and final adjudication that the owner may recover the firearm, unless the owner is prohibited by law from possessing it.

Exempts firearms seized by the Arkansas State Game and Fish Commission for regulatory violations from these requirements.
