Amends Arkansas Code § 17-80-402(4) to expand the definition of "professional relationship" in the Telemedicine Act

Establishes six scenarios where a professional relationship can exist between a healthcare professional and patient, including previous in-person examination, ongoing personal relationship, consultation with another provider, on-call arrangements, or other circumstances defined by board rules

Adds "store-and-forward technology in conjunction with audio interaction and review of clinical information" as an acceptable method for establishing a professional relationship under Arkansas State Medical Board rules

Allows licensing and certification boards for other healthcare professionals to define additional professional relationship scenarios through rules that are no less restrictive than Arkansas State Medical Board rules

Designates telemedicine as the least restrictive method to deliver healthcare services remotely while expanding patient access to remote healthcare services
