Establishes 48 regular employees for the Arkansas Supreme Court for fiscal year 2019-2020, including positions such as Supreme Court Clerk, law clerks, attorneys, and support staff, with salaries determined by grade classification.

Appropriates $5,319,952 from the State Central Services Fund for the Arkansas Supreme Court's personal services and operating expenses, including $3,003,380 for regular salaries, $936,813 for personal services matching, and allocations for maintenance, operations, travel, professional fees, and other court operations.

Establishes 22 regular employees for the Arkansas Supreme Court - Bar of Arkansas and appropriates $5,075,000 from cash funds for their personal services and operating expenses, including $1,500,000 for regular salaries and $1,690,000 for refunds, investments, and transfers.

Authorizes up to 5 temporary or part-time "Extra Help" employees for both the Arkansas Supreme Court and the Supreme Court Bar of Arkansas, payable at rates not to exceed the Uniform Classification and Compensation Act.

Amends Arkansas Code 16-11-117 to allow Supreme Court and Supreme Court Bar employees to provide financial accounting, bookkeeping, and administrative services to the Arkansas Access to Justice Foundation Inc. as a public purpose.
