Repeals Arkansas Code Title 14, Chapter 42, Subchapter 4, which authorized cities of the first and second class to create combined municipal departments of public safety.

Eliminates provisions allowing departments of public safety to consolidate police, fire, and emergency medical services under a single director and unified command structure.

Removes statutory framework governing employee qualifications, benefits, work hours, pension programs, and civil service protections for public safety department personnel.

Eliminates regulations regarding death and disability benefits, grants eligibility, and applicable laws for combined public safety departments.
