Amends Arkansas Code § 21-5-410(g) to allow public school employees in positions requiring at least 30 hours per week of actual duty during the annual school year to participate in the State and Public School Life and Health Insurance Program

Maintains eligibility for full-time school bus drivers employed by public school districts to drive regular routes during the annual school year

Establishes that public school employees in variable hour positions who are not full-time school bus drivers remain ineligible to participate in the program

Defines "full-time school bus driver" as a person who: contracts to operate a school bus for at least 720 hours during the school year; derives primary income from operating a school bus for a district; or is designated as full-time by the superintendent regardless of contracted hours
