Requires the Division of Child Care and Early Childhood Education to create and publish a form and graphical chart on the Department of Human Services website explaining minimum licensing requirements for licensed homes and child care centers, registration requirements for registered family homes, and procedures for obtaining licensure or registration.

Mandates the form and chart include information about available federal and state funding sources, including Community Facilities Guaranteed Loan Program, Community Development Block Grant, Child and Adult Care Food Program, Child Care and Development Block Grant, Early Head Start-Child Care Partnership, Arkansas Better Chance Program, and Arkansas Special Nutrition Program.

Requires the form and chart to explain availability of federal or state tax credits and benefits, specifically the employer-provided child care credit under Arkansas Code §§ 26-51-507 and 26-51-508.

Directs the Division to place the form and graphical chart in a conspicuous location on the Department of Human Services website.

Requires the Division to submit a report within 180 days detailing which of its rules and regulations concerning child care facility licensure and registration exceed federal requirements to the House Committee on Aging, Children and Youth, Legislative and Military Affairs and the Senate Interim Committee on Children and Youth.
