Establishes "Sarah's Law" to amend Arkansas Code provisions governing access to child maltreatment investigation records and reports.

Restricts unrepresented alleged offenders and report subjects from receiving digital recordings of victim interviews, victim health information, victim addresses, parent/caretaker contact information, family composition details, and services provided to victims.

Allows alleged offenders to view victim interview recordings in camera (privately) at the Prosecuting Attorney's office, even if unrepresented by counsel.

Applies restrictions across three code sections: § 12-18-710(e)(1) for completed investigations pending due process, § 12-18-909(g)(3) for true reports, and § 12-18-910(f)(2) for unsubstantiated reports.
