Adds "refraction" to the definition of ophthalmic dispensing, allowing licensed dispensing opticians to perform refraction without a prescription.

Defines "refraction" or "refracting" as the measuring and examining of refractive errors of the eyes that may indicate the need for corrective lenses.

Requires the Arkansas Board of Dispensing Opticians to adopt rules concerning refraction performance by licensed dispensing opticians, including appropriate education requirements.

Limits dispensing opticians to dispensing eyeglasses only after refraction if the patient's visual acuity is correctable to 20/20.

Mandates that dispensing opticians advise patients that a refraction is not a complete eye examination and recommend patients visit a licensed optometrist or physician for complete evaluation and follow-up care.
