Modifies Arkansas Code § 17-89-102(4) to include contact lenses in the definition of "ophthalmic dispensing" alongside spectacles and eyeglasses.

Adds contact lens dispensing, selling, and supplying by licensed dispensing opticians as an authorized activity under ophthalmic dispensing.

Creates new section 17-89-409 requiring the Arkansas Board of Dispensing Opticians to adopt rules for contact lens dispensing, including educational requirements for licensed dispensing opticians.

Requires licensed dispensing opticians to dispense contact lenses only upon written prescription from a licensed optometrist or physician skilled in eye disease.

Prohibits licensed dispensing opticians from fitting different contact lens types or modes than prescribed and from duplicating contact lenses solely from previously prepared lenses.
