Amends Arkansas Code § 23-61-907 to allow the Arkansas Healthcare Transparency Initiative to disclose claims data containing direct personal identifiers of Arkansas Works Program eligible individuals to the State Insurance Department and Department of Human Services, with an exception to the general prohibition on public disclosure of directly identifiable data.

Modifies Arkansas Code § 23-61-1004(g) to require health insurers providing coverage to Arkansas Works Program eligible individuals to submit quarterly claims and enrollment data to the State Insurance Department and Department of Human Services to facilitate required reporting and evaluation activities.

Permits health insurers to use existing mechanisms, including the state's all-payer claims database established under the Arkansas Healthcare Transparency Initiative Act of 2015, to fulfill claims and enrollment data submission requirements.

Specifies that when submitting claims and enrollment data to the Department of Human Services, health insurers must provide the information electronically in a format determined by the Department of Human Services.
