Changes the Board of Corrections' requirement to publish rules and regulations in pamphlet form to instead making them available in conspicuous places about correctional facilities.

Expands the scope of rules and regulations to cover all persons committed to or housed in correctional facilities operated or contracted by the departments and agencies the board governs, rather than just prisoners on farms and penal institutions.

Requires the Board of Corrections to file quarterly reports with the Legislative Council containing all new and revised administrative directives and administrative memoranda issued by the Board, the Director of the Department of Correction, the Director of the Department of Community Correction, and staff of both departments.

Excludes information that is confidential under Arkansas Code § 12-27-137 from the quarterly reports filed with the Legislative Council.
