Replaces outdated terminology "mental retardation" and "mentally retarded" with "intellectual disability" and "developmental disability" throughout Arkansas Code Title 20-48

Updates definitions of developmental disabilities to include intellectual disability, cerebral palsy, spina bifida, Down syndrome, epilepsy, autism spectrum disorder, and dyslexia

Changes references to "intermediate care facilities for the mentally retarded" to "intermediate care facilities for individuals with intellectual disabilities"

Modernizes service terminology by replacing "developmental day treatment clinic services" with "early intervention day treatment" and "adult developmental day treatment" services

Updates the "Arkansas Mental Retardation Developmental Disabilities Act" title and related definitions while maintaining all existing regulatory frameworks and service provisions
