Requires all election ballots for millage-related elections to include the definition: "The millage rate is the amount per one thousand dollars ($1,000) of property value that is used to calculate local property taxes"

Mandates ballots include a property tax calculation formula as an illustration: "Property tax levied on property = (millage rate X taxable property value) ÷ $1,000"

Requires county boards of election commissioners to approve the ballot title wording for each millage measure, proposal, or question before posting under Arkansas Code § 7-5-206

Amends Arkansas Code Title 7, Chapter 5, Subchapter 2 by adding new section 7-5-213
