Creates Chapter 2 of Arkansas Code Title 17, known as the "Keep Arkansans Working Act of 2019," to protect occupational licenses from suspension or revocation based on student loan or scholarship debt issues.

Prohibits state authorities from suspending or revoking an individual's license solely because the individual is in default on student loan repayment obligations or delinquent in student loan payments.

Prohibits state authorities from suspending or revoking an individual's license solely because the individual is in default or delinquent on satisfying requirements and conditions of work-conditional scholarships.

Exempts rural medical practice student loans and scholarships under Arkansas Code § 6-81-701 et seq. from these protections.

Defines key terms including "default," "delinquent," "license," "scholarship," "state authority," and "student loan" for purposes of the act.
