Establishes the "Red Tape Reduction Expedited Temporary and Provisional Licensure Act" to streamline occupational licensing procedures across Arkansas.

Requires occupational licensing entities to adopt least restrictive rules allowing temporary and provisional licenses for 90+ days to individuals holding substantially similar licenses from other states if they meet specified requirements.

Qualifying individuals must hold an active license in good standing from another state, have no revoked or suspended licenses, demonstrate sufficient competency, and pay required fees.

Prohibits requiring apprenticeship or prerequisite education/training for qualified applicants but allows requiring continuing education if mandated for all professionals in the field.

Exempts occupational licenses with existing reciprocity or endorsement provisions under specified Arkansas Code sections from these requirements.
