Changes terminology from "disability retirant" to "disability retiree" throughout Arkansas Code § 24-7-704 concerning the Arkansas Teacher Retirement System.

Allows disability retirees to return to covered employment and continue receiving monthly disability retirement benefits if they work less than 80 days per fiscal year, or if they work 40+ days but in substantially different duties with lower salary than their disability benefit calculation.

Permits covered employers to request waivers to employ disability retirees for less than 40 days of actual service in a fiscal year, which the system shall grant within three months of employment.

Requires covered employers to remit contributions on all salary paid to re-employed disability retirees at the active member contribution rate, while the retiree continues receiving disability annuity and accrues no additional service credit.

Declares an emergency effective date of July 1, 2019 to align implementation with the Arkansas Teacher Retirement System's fiscal year and ensure proper administration and actuarial compliance.
