Children of deceased Arkansas Teacher Retirement System members remain eligible for dependent child annuity from age 18 to 23 if continuously enrolled as full-time students at accredited secondary schools, colleges, or universities.

Children deemed physically or mentally incapacitated by a court of competent jurisdiction are eligible to receive dependent child annuity for as long as the incapacity exists, regardless of age.

Amends Arkansas Code § 24-7-710(c)(2) to clarify eligibility requirements and remove redundant language regarding the continuation of annuity payments after age 18.

Declares an emergency effective date of July 1, 2019, to align implementation with the fiscal year start of the Arkansas Teacher Retirement System and ensure proper administration and actuarial purposes.
