Increases the minimum number of persons served under Arkansas's assisted living program waiver from 1,000 to at least 1,725 persons and updates the Centers for Medicare & Medicaid Services submission deadline to May 1, 2019.

Removes the limitation on the total number of persons that can be served under the assisted living program based on unduplicated enrollment at any given time.

Requires the department to develop a home- and community-based care waiver application seeking federal financial participation to raise Medicaid income and resource limits to match other home- and community-based waivers.

Ensures the waiver implementation does not exclude residential care facilities that have become assisted living facilities.

Declares an emergency effective immediately to address care access issues and ensure assisted living providers receive reimbursement for services to patients waiting for program enrollment.
