AR HB1347

Amends Arkansas Code § 5-60-103(a)(2) to define "unmanned aircraft system" as an unmanned, powered aircraft that does not carry a human operator and can be autonomous, remotely piloted, or expendable/recoverable.

Excludes from the definition: satellites, federal government unmanned aircraft used for critical infrastructure surveillance, and state unmanned aircraft used for critical infrastructure surveillance after consultation with the Governor.

Exempts unmanned aircraft systems authorized by the Arkansas Department of Emergency Management through prior written authorization and standards established by departmental rules.

Exempts unmanned aircraft systems operating under a Federal Aviation Administration certificate of authorization from the unlawful use offense.

Exempts unmanned aircraft used by law enforcement, emergency medical services, hazardous materials response teams, and disaster management agencies for incident command, reconnaissance, personnel/equipment monitoring, training, or related emergency purposes.
