Appropriates $30,000 from the Arkansas Industrial Hemp Program Fund for fiscal year 2018-2019 for personal services and operating expenses of the Industrial Hemp Research Program under the Arkansas Agriculture Department - State Plant Board.

Requires all fund disbursement to comply with the State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, Regular Salary Procedures and Restrictions Act, and other applicable state fiscal control laws.

Directs that funds must be used in compliance with stated legislative intent as documented in budget manuals, agency requests, executive recommendations, and legislative council or joint budget committee minutes.

Declares an emergency due to insufficient funds for the Arkansas Agriculture Department to continue essential governmental services, making the act effective immediately upon passage and approval.
