Exempts Arkansas from 15 U.S.C. §260(a) regarding the advancement of time known as "daylight saving time" during the federally designated period for time advancement each calendar year

Requires Arkansas to observe standard time during the period when daylight saving time would otherwise be in effect

Adds new section 1-1-104 to Arkansas Code Title 1, Chapter 1, Subchapter 1 to codify the exemption and standard time requirement

Eliminates the practice of changing clocks forward during daylight saving time in Arkansas, keeping the state on year-round standard time
