County treasurers must refuse payment of warrants or checks that would create deficit balances in special revenue accounts without an appropriated transfer of general funds, with exceptions for reimbursable grant funds that may carry temporary deficits if supported by county general fund or special revenue fund cash balances.

County treasurers must maintain a positive general fund balance in aggregate and refuse payment of any warrant or check that would cause a general fund deficit.

Nonrevenue receipts must be deposited into the same county fund from which the original expenditure was made.

Depository agreements and supplemental agreements for public funds must be updated when a new treasurer takes office and changed when depository board membership changes.

The State Board of Finance (Treasurer of State) must make available sample fillable depository agreement forms to counties and municipalities designed for collateralizing public funds.
