Adds Arkansas Code § 9-13-111 allowing grandparents or great-grandparents to petition courts for visitation rights with their grandchildren or great-grandchildren when a parent is deceased, missing, or in a permanent vegetative state

Defines "reasonable visitation" as a court-approved period of 1 to 4 weeks per year that is agreeable to all parties involved

Places burden on the custodial parent objecting to visitation to prove by preponderance of evidence that the grandparent lacks a significant relationship with the child, cannot provide love and support, and that denying visitation would not harm the child or cause emotional distress or abuse

Requires courts to issue written orders stating all factors considered when granting or denying visitation petitions

Allows courts to assess attorney's fees against a petitioner if the case is determined to be frivolous and without merit; exempts dependency-neglect proceedings under the Arkansas Juvenile Code from this statute
