Appropriates $2,267,230 from the State Central Services Fund for Arkansas House of Representatives staff personal services and operating expenses for fiscal year 2019-2020, including $1,361,111 for regular salaries and $100,000 for extra help

Establishes maximum of 17 regular employees for House staff operations, including Chief of Staff (Grade SE03), Chief Counsel (Grade SE02), Chief Clerk/Fiscal Officer (Grade GS14), and supporting administrative positions

Authorizes seven (7) temporary or part-time "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act

Appropriates additional funds: $100,000 from Constitutional Officers Fund for member per diem and mileage at legislative institute and orientation meetings, and $250,000 from State Central Services Fund for information technology operating expenses and capital outlay

Appropriates $1,561,685 for Member Services staff (12 employees) and $1,766,340 for Supplemental Staffing (19 employees), plus $100,000 for House Select Committee expenses and $2,167,342 for reappropriation of prior year balances
