Amends Arkansas Code § 7-6-218(b)(5)(A) to allow the Arkansas Ethics Commission to extend investigation and hearing timelines by up to 60 days if written notice is provided to the person under investigation.

Maintains the baseline 210-day deadline for completing investigations of ethics complaints, except when the extension provision applies.

Maintains the baseline 240-day deadline for completing all action when a hearing or adjudication is conducted, except when the extension provision applies.

Declares an emergency effective date due to inadequate staffing and funding at the Arkansas Ethics Commission and pending investigations of complaints filed in 2018.

Becomes effective immediately upon Governor approval, expiration of veto period, or veto override.
