AR HB1402

Establishes standardized dates for special elections in Arkansas: the third Tuesday in May or the Tuesday after the first Monday in November, with a 75-day advance filing requirement for election proclamations.

Allows special elections to be held on the same date as preferential primary or general elections when called during those election years to increase voter participation.

Permits emergency special elections on alternative dates when court interpretations, natural disasters, or public health crises require immediate action and delay would cause substantial hardship.

Modifies numerous Arkansas Code sections to align special election dates for various types of elections (school, municipal, county, tax, and district elections) with the new standardized special election dates under § 7-11-304.

Makes the act effective contingent upon sufficient state appropriation and funding for adequate and updated voting equipment throughout Arkansas counties.
