Requires the Department of Higher Education to prepare a biennial financial condition report including expenditures per full-time equivalent student, operating margins, tuition income, faculty salaries, maintenance needs, and other financial metrics for submission to legislative committees by January 15 of odd-numbered years.

Repeals the Southwest Arkansas Higher Education Consortium law, which previously provided high bandwidth connectivity to nine regional colleges and universities through Henderson State University funding.

Repeals the Productivity Enhancement for Undergraduate Higher Education Act, which had established incentive funding programs for public institutions meeting retention and graduation rate improvement targets of 3% or more above institutional baselines.

Eliminates the requirement that higher education institutions report annually to the Legislative Council on the Sustainable Energy-Efficient Buildings Program performance review.

Amends motor vehicle regulations for state institutions by replacing "rules and regulations" terminology with "policies" and removing the requirement that institutions file motor vehicle policies with the Secretary of State.
