Amends Arkansas Code § 6-17-805 to prohibit public school districts from using public funds to pay membership dues for teachers' or classified employees' educational professional organizations.

Allows teachers and classified employees to request salary deductions for professional organization membership dues, which school districts must process upon written request.

School districts must transmit deducted amounts to organizations designated by the employee and may offer either lump-sum or spread deductions over the school year.

Requires all membership deduction requests to bear the manual signature of the teacher or classified employee and be filed with the employee's contract for audit by Arkansas Legislative Audit.

Defines "classified employee" as a non-teaching school district employee hired under written annual contract and "teacher" as a licensed educator in teaching, instructional, supervisory, administrative, or educational and scientific capacity.
