Designates a scenic highway route through central and southwest Arkansas as the "Camden Expedition Scenic Highway" connecting five Civil War battlefields and historic sites related to the 1864 Camden Expedition.

The route includes State Highway 5 from Little Rock to Benton, U.S. 67, State Highway 8, and numerous county roads connecting historic sites including Jenkins' Ferry Battleground, Marks' Mills Battleground, Poison Springs Battleground, and Historic Washington State Park.

Establishes legislative findings that Civil War tourism generates jobs, tax revenue, and economic benefits to local communities, with Civil War tourists staying significantly longer than other visitors.

Recognizes the Camden Expedition as a major Union Army operation in March 1864 led by Major General Frederick Steele with 8,500 troops that resulted in over 2,500 casualties and is considered one of the worst Union military disasters of the Civil War in Arkansas.

Amends Arkansas Code § 27-67-203(a) to officially add this scenic highway designation to the state's scenic highway system.
