Creates the Uniform Security Protocol for Arkansas Public Events Committee consisting of 10 members appointed from law enforcement at University of Arkansas, Arkansas State University, University of Central Arkansas, a Great American Conference institution, Verizon Arena, and representatives from the Arkansas Activities Association, Department of Parks and Tourism, Department of Arkansas State Police, Department of Emergency Management, and Oaklawn Racing and Gaming.

Committee must hold its first meeting no later than September 30, 2019, meet at least once every two months in Pulaski County, and operate with majority vote requirements and a quorum of majority membership.

Committee shall develop a suggested standard security protocol for admission procedures at arenas, stadiums, auditoriums, and other large-capacity facilities, considering venue size, whether events are ticketed or unticketed, and indoor/outdoor settings.

Protocol specifications must include designation of allowable items, standards for bags and carrying implements, and recommendations for secure admissions to public events.

Committee must report findings and recommendations to the Arkansas Department of Emergency Management by December 31, 2019, and the department shall publish recommendations online and make them available to any public entity; committee expires December 31, 2019.
