HB 1429 Summary

• Requires administrative rules to be written in plain language to the extent possible.

• Mandates agencies file copies of proposed rules, financial impact statements, adoption notices, reasons for rules, and summaries with the Secretary of State and Legislative Council.

• Establishes the "Code of Arkansas Rules" as an online searchable database maintained by the Bureau of Legislative Research, updated monthly and available to the public at no charge.

• Makes the online database the official version of administrative rules and prima facie evidence of their contents; rules not included in the database are not enforceable unless exempted as unduly cumbersome or expensive to publish.

• Requires agencies to submit all currently effective rules to the Bureau of Legislative Research by December 31, 2019, with complete codification to be finished by January 1, 2023.
