Authorizes local authorities (counties, cities, incorporated towns) to designate specific public streets and highways where all-terrain vehicles may operate by ordinance.

Creates the "All-Terrain Vehicle Off-Road Trail Fund" to be managed by the Department of Parks and Tourism for creating and maintaining off-road trails for all-terrain vehicles.

Establishes a $24.00 out-of-state operation permit fee for non-resident all-terrain vehicle operators on designated streets and highways, with $5.00 going to the State Central Services Fund and remaining fees transferred to the Off-Road Trail Fund.

Allows local authorities to regulate safety and operational requirements for all-terrain vehicles on designated streets, including operator licensing, liability insurance, age restrictions, seat belt use, child restraints, and safety inspections.

Requires Arkansas residents operating all-terrain vehicles on designated public streets to register them under existing state registration requirements, and subjects all operators to standard rules of the road and penalties.
