Renames the existing law from "Colorectal Cancer Prevention, Early Detection, and Treatment Act" to "Arkansas Colorectal Cancer Screening Initiative Act"

Lowers the minimum age for colorectal cancer screening from fifty (50) years to forty-five (45) years of age

Updates statistical findings to reflect 2015-2018 data, including that colorectal cancer was the second leading cause of cancer death in Arkansas in 2015 with an estimated 1,370 new cases projected for 2018

Establishes the Arkansas Colorectal Cancer Screening Initiative in the Department of Health to provide screenings, diagnostic tests, case management, and referrals for individuals who are forty-five or older or at high risk for colorectal cancer

Creates an advisory committee of fourteen members representing medical professionals, survivors, organizations, and the target population to advise the Director of the Department of Health on program implementation
