Adds "Certified behavioral health providers" and "Certified orthotists" to the definition of healthcare provider under the Patient Protection Act of 1995 (Arkansas Code § 23-99-203(d))

Adds "Licensed intellectual and developmental disabilities service providers" as a new category to the healthcare provider definition under the Patient Protection Act

Amends the any willing provider laws definition of healthcare provider (Arkansas Code § 23-99-802(4)) to include "Licensed intellectual and developmental disabilities service providers" and "Licensed durable medical equipment providers"

Changes authority for determining "Other healthcare practitioners" from "the department" to "State Insurance Department" and updates terminology from "regulations" to "rules" under the Arkansas Administrative Procedure Act

Renumbers existing healthcare provider categories in both sections to accommodate the newly added provider types
