Amends Arkansas Code § 12-18-310 to require all healthcare providers involved in delivery or infant care to contact the Department of Human Services regarding infants born with fetal alcohol spectrum disorder, maternal substance abuse resulting in prenatal drug exposure, or withdrawal symptoms from prenatal drug exposure.

Requires healthcare providers to share all pertinent health information with the Department of Human Services for affected infants.

Mandates the Department of Human Services accept referrals, calls, and communications from healthcare providers regarding infants affected by fetal alcohol spectrum disorder, prenatal drug exposure, or withdrawal symptoms.

Requires the department to develop a plan of safe care for affected infants designed to ensure safety and well-being following release from healthcare provider care.

Specifies the plan of safe care must address the health and substance use disorder treatment needs of both the infant and affected family or caregiver.
