Allows teachers licensed in contiguous states (states sharing a border with Arkansas) to teach in Arkansas public schools without obtaining an Arkansas-specific license.

Requires the State Board of Education to set minimum test scores that are at least one point lower than the lowest-accepted scores in contiguous states for each certification area.

Waives examination requirements for individuals applying for first-time Arkansas licenses who hold valid teaching licenses from contiguous states.

Exempts contiguous state license holders from provisional licensing requirements and additional licensure tests otherwise required for out-of-state teachers.

Establishes new Arkansas Code § 6-17-430 to facilitate teacher recruitment from neighboring states to address teacher shortages and license deficiencies in Arkansas.
