Repeals the provision allowing hearings to be waived when both parties agree or in emergency situations under Arkansas Code § 9-20-108(f)(2)(B).

Amends the amputation provision to require court approval for amputations unless the procedure is necessary to save the life of the maltreated adult.

Creates new section § 9-20-124 establishing procedures for Department of Human Services to request court approval for medical decisions on maltreated adults.

Requires the Department to include an affidavit from the attending physician describing medical necessity, diagnosis, prognosis, treatment, and consequences of withholding treatment.

Mandates courts conduct hearings within 3 business days and enter decisions within 3 business days, using a clear and convincing evidence standard to approve medical actions in the respondent's best interest.
