Expands Succeed Scholarship Program eligibility to include students with disabilities who have an individualized service plan under the Individuals with Disabilities Education Act, 20 U.S.C. § 1412(a)(10), in addition to those with individualized education programs.

Amends eligibility requirements for students planning to enroll in private schools to recognize both individualized education programs and individualized service plans as qualifying documents.

Updates private school enrollment notice requirements to specify that schools intending to enroll students with either individualized education programs or individualized service plans must disclose available grade levels and services for students with severe disabilities.

Clarifies that students with either an individualized education plan or individualized service plan providing for standardized testing exemptions are not required to take nationally recognized norm-referenced tests.
