Amends Arkansas Code § 9-27-363(b)(2)(A) and § 9-28-114(b)(2)(A) to rename the "John H. Chafee Foster Care Independence Program" to the "John H. Chafee Foster Care Program for Successful Transition to Adulthood"

Revises the definition of "foster home" in Arkansas Code § 9-28-402(14) to require the home be licensed or approved as a foster home and the child be placed with a licensed or approved foster parent, rather than defining it as simply a private residence receiving unattended children

Establishes that "foster home" does not include adoptive homes or homes suspended or closed by a child placement agency

Creates new section 9-28-415 establishing foster home care requirements including providing twenty-four-hour family-like care, adhering to the reasonable and prudent parent standard, and being the primary residence of the foster family

Limits foster homes to caring for no more than six (6) children in foster care unless additional children allow siblings to remain together, a parenting youth to remain with their child, a child to maintain an established relationship, or a family with special skills to care for a child with severe disability
