Reappropriates $1,893,820 in federal funds to the Division of Developmental Disabilities Services for the Booneville Human Development Center master plan, including demolition, construction, renovation, and facility upgrades, effective July 1, 2019.

Reappropriates $10,000,000 from the Development and Enhancement Fund to the Director's Office for department-wide maintenance, renovation, construction, acquisition, and repair of real property and facilities, effective July 1, 2019.

Reappropriates $56,000,000 from the Development and Enhancement Fund to the Division of Medical Services for Arkansas Medicaid Program grant payments, effective July 1, 2019.

Requires all disbursements to comply with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations, and prohibits using Maintenance and General Operations funds for these appropriations.

Declares an emergency effective July 1, 2019, finding the appropriations essential to agency operations and requiring compliance with stated legislative intent documented in budget manuals and Legislative Council minutes.
