Reappropriates $793,966 from Act 34 of 2018 to the Department of Arkansas Heritage - Central Administration for special maintenance, effective July 1, 2019.

Reappropriates $7,329,508 from Act 217 of 2018 to the Natural and Cultural Resources Council for grants related to acquisition, management, stewardship, or preservation of state-owned lands, historic sites, buildings, structures, or objects, effective July 1, 2019.

Reappropriates $7,500 from Act 34 of 2018 to the Arts Council for grants supporting Community Arts Development and Arts Education programs, effective July 1, 2019.

Requires all funds to be disbursed in compliance with state purchasing laws, accounting procedures, revenue stabilization laws, and fiscal control regulations unless specifically exempted by law.

Declares an emergency effective July 1, 2019, stating that the appropriations are essential to agency operations and comply with the Arkansas Constitution's one-year appropriation limitation.
