Reappropriates $1,015,058 in unobligated balance from the Development and Enhancement Fund to the Arkansas Natural Resources Commission for the Illinois River Conservation Reserve Improvement Program, effective July 1, 2019.

Permits the Commission to supplement State Treasury funds with grants, donations, Federal funds, and unobligated cash income to finance project costs.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in fund disbursement.

Restricts use of appropriated funds solely to stated purposes in agency requests, budget manuals, and legislative recommendations; prohibits use for routine agency maintenance and operations.

Declares the July 1, 2019 effective date an emergency necessity for proper agency operation and continuation of essential governmental programs.
