Reappropriates $961,492 in capital improvement balance funds to Riverside Vocational Technical School, effective July 1, 2019, payable from the Development and Enhancement Fund.

Funds may be used for construction, renovation, major maintenance, and purchase of equipment for various capital projects or facility improvements.

Authorizes the school to accept and use grants, donations, Federal funds, and unobligated cash income to supplement state funds for projects.

Restricts use of appropriated funds to stated purposes only and prohibits diverting Maintenance and General Operations funds for capital project purposes.

Declares an emergency effective July 1, 2019, citing constitutional restrictions on appropriations exceeding one-year periods.
