Department of Human Services shall eliminate the waiting list for the Alternative Community Services Waiver Program (Developmental Disabilities Waiver) as it existed on March 1, 2019.

Department must complete elimination of the waiting list no later than three (3) years after the effective date of this section using available funding streams.

Department may delay elimination if it determines that an adequate number of providers for individuals with developmental disabilities does not exist within the state.

Individuals applying for or enrolling in the program after March 1, 2019, may be placed on a waiting list if the department determines adequate funding streams or resources are unavailable at the time of application or enrollment.
