Increases the minimum age requirement for historic or special interest vehicles from 25 years to 45 years old to qualify for special license plate registration.

Registration fee remains $7.00 per historic or special interest vehicle, with the special license plate having the same legal significance as a standard Arkansas license plate.

Vehicles manufactured as reproductions or facsimiles of historic or special interest vehicles must be at least 45 years old from their date of assembly to be eligible for registration under this section.

Collectors with vehicles already licensed as antiques before the effective date of this act are not required to register them again or obtain new license plates.

Each collector applying for a historic or special interest vehicle license plate must own and have registered one or more motor vehicles for regular transportation and provide proof of ownership and registration.
