Adds Arkansas Code § 16-120-803 creating civil immunity for owners of stolen agricultural equipment or off-road vehicles when the stolen property is used to commit a criminal offense by the thief.

Defines "agricultural equipment or off-road vehicle" as a self-propelled motorized vehicle not designed for roadway operation, including all-terrain vehicles, tractors, and riding lawnmowers.

Excludes medical devices, mobility aids for individuals with disabilities, motorized toys, electric-assisted bicycles under 20 m.p.h., electric personal mobility devices under 20 m.p.h., and human-powered or rail-based devices from the definition.

Protects equipment owners from civil liability for damages, injuries, or death resulting from use of their stolen agricultural equipment or off-road vehicle in the commission of a criminal offense by another person.
