Amends Arkansas Code § 6-11-128(a) to redefine "public school district" to include education service cooperatives and open-enrollment public charter schools in addition to traditional public school districts.

Expands the definition of "Arkansas Public School Computer Network" (APSCN) to clarify it is the Department of Education's system for reporting financial management data and student management data.

Adds five new required student management systems applications to the minimum mandatory use requirements: Attendance, Discipline, Mark reporting, Medical, and Scheduling.

Maintains existing required financial management systems applications: Fund accounting (including activity funds), Budget preparation, Human resources, and Fixed assets.
